Guwahati, July 10: Assam has announced plans to partner with the Japan International Cooperation Agency (JICA) to develop a ₹1,200-crore semiconductor ecosystem, marking another major step in the state’s bid to emerge as a hub for high-tech manufacturing.
Finance Minister Jayanta Mallabaruah announced the initiative while presenting the Assam Budget 2026-27. The project aims to build the ecosystem required to support semiconductor manufacturing through infrastructure development, industry linkages, technology partnerships and a skilled workforce.
The announcement comes as Assam is already home to Tata Electronics’ semiconductor assembly and test facility at Jagiroad. With an investment of ₹27,000 crore, the project is among India’s largest semiconductor investments and has received substantial financial support from both the Centre and the state government.

The Budget announcement also comes as Assam strengthens its engagement with Japan in advanced manufacturing. Following the recent India-Japan Summit, Chief Minister Himanta Biswa Sarma said the state was keen to deepen cooperation with Japan in semiconductors, clean energy and skill development as part of its long-term industrial growth strategy.
With the Tata project under implementation and the proposed JICA partnership now in place, the state government is looking to build a robust semiconductor ecosystem that can attract investments across the value chain and strengthen Assam’s position in India’s rapidly expanding electronics manufacturing sector.
