Shillong, July 11: The Ri Bhoi police have reported the arrest of two leaders from the outlawed Hynñiewtrep National Liberation Council (HNLC) sleeper cell from Mawlai and Upper Shillong.
The individuals have been identified as Sanbor Rapsang from Mawlai Umjajew and Kynsaijun Thabah from Umlyngka, Upper Shillong.
Superintendent of Police (SP) Ri Bhoi District, Jagpal Singh Dhanoa, stated that Sanbor Rapsang was arrested on Thursday in Mawlai, while Kynsaijun Thabah was apprehended on July 5. The arrests were made during the investigation of Umiam P.S case No. 46(06)2024 under sections 120B/506/384/511 IPC read with sections 10/13/17/18 of the UA(P) Act.
In June, Ri Bhoi police arrested four HNLC sleeper cell members—Cyfrank Paul Pariat, Kitbok Mujai, Barnabas Lyngdoh, and Wanpynshngai Dympep—and seized IED bombs intended for attacks in Shillong and Nongpoh. These individuals were allegedly involved in demanding and extorting money from civilians.
SP Dhanoa revealed that during police interrogation, Kynsaijun Thabah confessed to being an HNLC member and undergoing training with Cyfrank Pariat. Thabah also named Sanbor Rapsang as a co-conspirator who had arranged logistics for his movement to Bangladesh last year.
Based on this information, Ri Bhoi police arrested Rapsang at his residence in Mawlai. The investigation is ongoing to uncover further details.
