Shillong, June 23: Education Minister Rakkam A. Sangma on Monday allayed concerns among students and parents regarding the recent disbursement of the Umbrella Post-Matric Scholarship, assuring that all eligible beneficiaries will receive their full entitlements in a phased and transparent manner.
Amid confusion over the initial scholarship amounts credited, some students reported receiving as little as Rs. 1,500, the Minister clarified that the current disbursement is the first instalment, constituting 20% of the total scholarship amount, and is part of a planned and equitable release strategy.
“It’s just a misunderstanding. Whatever amount is released by the Ministry, we are crediting it directly into students’ accounts. Everyone will receive their due in a timely manner,” he said.
He explained that the new approach, adopted by the state government, ensures all 66,000 Aadhaar-linked beneficiaries receive part of the scholarship amount in each instalment, rather than prioritising a limited batch for full payment as done in earlier years.
“Earlier, when the ministry released funds, we used to give the full amount to around 20,000 students and the rest had to wait. That caused delays. This time, we are ensuring every eligible student gets an equal share in every phase,” he informed.
The Minister also addressed concerns raised by students who are yet to see any scholarship amount credited. He informed that approximately 7,902 students have not received their first instalment due to Aadhaar-bank account linkage issues. These students were notified via SMS alerts from the National Scholarship Portal (NSP) on June 20, 2025, and have been advised to update their Aadhaar linkage within 15 days.
Once the updates are completed, the NSP will process and release payments for the remaining students. The government has reiterated its commitment to ensuring no eligible beneficiary is left out of the distribution process.
“We are working closely with banks and students to make sure all linking issues are resolved. Those who update their details within the deadline will be included in the next payout,” the Minister assured.
He also addressed speculation surrounding the Chief Minister’s Scholarship Scheme, which was announced during the last Budget Session and promises an additional Rs. 6,000 per post-matric student. He clarified that the scheme is yet to be officially launched, and a formal notification will be issued soon to initiate the registration process.
“Some people are confusing the CM Scholarship with the ongoing Umbrella Scholarship. The CM Scholarship is a separate initiative. We are preparing the groundwork and will notify students very soon,” he said.
“In addition to the central scholarship, students will receive Rs. 6,000 from the CM Scheme as promised by the state. This is part of our government’s continued effort to support and uplift our youth,” the Minister added.
