ITANAGAR, June 2: The All Arunachal Pradesh Students’ Union (AAPSU) has strongly defended the Inner Line Permit (ILP) system and rejected the demand by the Assam-based Takam Mising Porin Kebang (TMPK) seeking exemption for the Mising community from the permit regime in Arunachal Pradesh.
The issue comes amid ongoing protests in Arunachal Pradesh over the implementation of the ILP system. AAPSU, along with several social organisations, has been demanding stricter enforcement of the permit regime to check illegal entry and protect indigenous rights.

The Mising community, however, opposed AAPSU’s stand and argued that Misings should be exempted from the ILP system because of their historical and ethnic ties with Arunachal Pradesh.
AAPSU president Meje Taku said the ILP system is a constitutional and statutory safeguard meant to protect the indigenous people of Arunachal Pradesh and cannot be diluted based on historical or ethnolinguistic links.
“The Inner Line Permit system is not a matter of sentiment or community preference. It is a constitutional and statutory protection guaranteed to the indigenous peoples of Arunachal Pradesh,” Taku said.
The student body said the ILP system derives its legal basis from the Bengal Eastern Frontier Regulation, 1873, and is further strengthened by constitutional provisions, including Article 371(H), which grants special responsibilities to the Governor regarding law and order in the state.

AAPSU maintained that all non-Arunachal Pradesh Scheduled Tribe (non-APST) individuals are required to obtain an ILP for entry and stay in the state, irrespective of historical associations or ethnic affiliations.
The organisation reiterated that any dilution of the ILP framework would undermine the constitutional safeguards protecting the demographic and cultural identity of indigenous communities in Arunachal Pradesh.
