Guwahati, Aug 15: Arunachal Pradesh Chief Minister Pema Khandu on Friday declared a decade-long mission to transform Arunachal Pradesh into India’s green energy powerhouse, announcing massive investments, strategic projects, and a clear roadmap to make renewable power the state’s defining identity.

Hoisting the Tricolour on the 79th Independence Day at IG Park Itanagar, Khandu said the state’s unmatched hydropower potential and critical minerals such as graphite, limestone, and dolomite would fuel solar panels, battery manufacturing, and electric mobility for decades.
Key projects include the 2,000 MW Subansiri Lower hydropower plant, set to be completed by May 2026, and the 2,880 MW Dibang Multipurpose project, expected by February 2032. In the next three years, new projects worth ₹2 lakh crore will add 19 GW of capacity. “These are not just about power generation; they are about revenue, jobs, and sustainability,” Khandu said.

The CM estimated over ₹4,000 crore annually in free power for the state, ₹750 crore for local area development, and nearly ₹2,000 crore in dividends — alongside 30,000 direct and 16,000 indirect jobs. The Siang Upper Multipurpose Project, declared a national project in 2008, is moving forward after consultations with local communities.
Khandu also positioned Arunachal as a leader in the carbon credit economy, with over 16,000 credits issued in 2023–24 and more in the pipeline, each representing one tonne of CO₂ reduction. The Arunachal Pradesh Energy Vision and Action Plan 2047 will set targets for the next 5, 10, and 22 years.

Five key Pratigya
The green energy mission formed the fourth of Khandu’s five “Pratigya” (promises) for “Viksit Arunachal @ 2047”:
Universal access to quality education.
A prosperous farming economy.
Development in harmony with nature.
Green energy as a growth engine.
Making Arunachal a premier global tourism destination.
In education, the state will implement Mission Shikshit Arunachal by 2029, replacing outdated facilities with model inter-village schools, upgrading hostels, and integrating indigenous languages into curricula. Over 2,645 students cracked NEET this year, with top scorers to study at leading global universities under the Scheme for Academic Excellence.

In agriculture, Khandu pledged to boost incomes through organic farming, high-value crops such as orchids, kiwis, and spices, and enhanced agri-infrastructure. Over ₹330 crore has been transferred directly to farmers under PM-KISAN, with 1,450 cooperatives now active across the state.
For environmental sustainability, he promised to double renewable capacity, expand natural farming, eliminate single-use plastic in towns, and develop biodiversity parks, citing “Green Roing” and zero-waste Siluk village as models recognised nationally.
In tourism, the new policy targets adventure, tribal, eco, spiritual, and farm tourism. Arunachal recently won the Best Adventure Tourism Destination award, with Anini named Best Offbeat Mountain Destination. High-profile events like the Arunachal Himalayan Odyssey supercar rally are part of the branding push.

Economic and infrastructure strides
Over the past decade, the state’s GSDP has risen 166%, per capita income has doubled, and State’s Own Resources have grown by 384%. Major connectivity projects include the ₹55,000 crore Frontier Highway and 1,046 km of new border roads under the Vibrant Villages Programme. Air connectivity is improving, with daily Delhi flights from Donyi Polo Airport to start soon.
Healthcare transformation
Cashless health cover now reaches over 2 lakh families. Postgraduate and super-specialty medical courses have been launched at the state’s first medical college, and the CM Organ Transplant Scheme offers up to ₹20 lakh for critical surgeries.
Citizen pledges
Khandu closed with five “Pran” (pledges) for citizens: cleanliness, environmental stewardship, buying local, digital readiness, and supporting law and order. “The Arunachal of our dreams cannot be built by government alone. It must rise from every hand, every heart, every home,” he said, calling for collective action to build a prosperous, inclusive, and sustainable Arunachal by 2047.
