DMHPDAAC opposes Dibang Multipurpose Dam, warns of downstream risks

Dibrugarh, Aug 23: The Dibang Multipurpose Hydro Project Downstream Affected Area Committee (DMHPDAAC) has voiced strong opposition to the proposed multipurpose dam projects in Arunachal Pradesh, warning of grave risks to downstream areas of Assam and Arunachal.

At a press conference in Sadiya, the Committee alleged that the Roing Deputy Commissioner’s Office was attempting to suppress their democratic movement by forcing them to shift their protest to Assam.

DMHPDAAC claimed that the Dibang Valley in Arunachal and Assam’s Sadiya region face extreme ecological and livelihood threats from the project. The Committee accused both Central and State governments of treating affected people as “third-class citizens,” disregarding their land, property, and biodiversity.

The organization also charged the NHPC (National Hydroelectric Power Corporation) with making “false promises” to locals. “We are exhausted with NHPC’s fake assurances. Now we are prepared to face any situation against NHPC,” its leaders declared.

They further alleged that although NHPC had paid ₹215 crore in compensation to the Arunachal Pradesh government, the funds have not benefitted people in Dibang district.

Questioning the lack of downstream safety measures, the Committee asked why no guide bunds were built after the Ranganadi Dam, raising fears of a repeat with the Dibang project.

In a strongly worded statement, DMHPDAAC said, “Today we are treated like third-class citizens in Arunachal. To assert our democratic rights and safeguard our existence, we are compelled to hold press conferences in another state like refugees.”
