Chief Minister-led panels recommend reforms across investment, agriculture, tourism and connectivity to fast-track regional development

Shillong, June 5: The Centre is moving towards implementing a new development roadmap for the Northeast after eight high-level task forces submitted recommendations covering investment, agriculture, tourism, connectivity, handicrafts, livestock, fisheries and sports, Union DoNER Minister Jyotiraditya Scindia said on Thursday.

Addressing the 73rd Plenary Session of the North Eastern Council (NEC) in Shillong, Scindia announced that the recommendations of the Chief Minister-led task forces would be placed before the NEC Chairman and Union Home Minister Amit Shah, with a proposal to create a high-level steering committee to oversee implementation.

The task forces were constituted after the 72nd NEC plenary to prepare a long-term strategy aimed at enabling the Northeast to play a larger role in India’s Viksit Bharat 2047 vision.

“The recommendations are now ready, and the next focus will be on implementation and monitoring,” Scindia said.

The minister also highlighted the Centre’s efforts to boost investments in the region, claiming that projects worth nearly ₹40,000 crore have already been grounded from the approximately ₹4.5 lakh crore investment commitments announced during the Rising North East Investment Summit held in 2025.

Scindia said the Ministry of Development of North Eastern Region (DoNER) has significantly expanded its spending, with expenditure rising from around ₹1,000 crore in 2022-23 to nearly ₹4,000 crore over the last two years. The ministry has received a budget allocation of ₹6,500 crore for the current financial year.

On financial inclusion, he said 131 new bank branches have been opened across the region during the past 15 months, while about 6,500 previously unbanked villages have been connected to the formal banking network. He added that digital payments through UPI now account for nearly 90 per cent adoption in the Northeast.

Scindia also outlined plans to develop iconic tourism circuits across all eight Northeastern states, citing projects such as the Matabari Tourism Circuit in Tripura and the Sohra Tourism Circuit in Meghalaya. The project aims to improve tourism infrastructure, attract visitors and create local employment opportunities.

The minister further highlighted the One State One Product initiative, under which states are promoting flagship products such as Assam’s Muga silk, Meghalaya’s Lakadong turmeric, Arunachal Pradesh’s kiwi and Tripura’s Queen pineapple through branding, value addition and export promotion.

The plenary session was attended by governors, chief ministers and senior officials from all eight Northeastern states.

The discussions come amid the Centre’s broader push to position the Northeast as a major economic growth corridor through investments, connectivity projects, tourism development and sector-specific value chains.
