Shillong, July 9: Four districts of Meghalaya have moved into the Prachesta-2 category in the Union Ministry of Education’s Performance Grading Index for Districts (PGI-D) 2025-26, with East Khasi Hills emerging as the state’s best-performing district in school education.
East Khasi Hills secured an overall score of 277 out of 600, the highest in the state, while South West Khasi Hills (244), Ri Bhoi (244) and East Garo Hills (244) also entered the Prachesta-2 band. The remaining eight districts were placed in the Prachesta-3 category, indicating that while progress has been made, significant scope for improvement remains.
Among the other districts, East Jaintia Hills scored 236, followed by South Garo Hills (225), West Garo Hills (224), South West Garo Hills (217), West Jaintia Hills (208), North Garo Hills (207), Eastern West Khasi Hills (203) and West Khasi Hills (201).

The district-level findings come close on the heels of Meghalaya’s significant improvement in the state-level Performance Grading Index (PGI), where the state moved out of the lowest category into the Akanshi-1 grade, reflecting gains in school education reforms.
Unlike conventional rankings, the PGI-D classifies districts into ten performance grades to encourage continuous improvement. The highest grade is Utkarsh, awarded to districts scoring more than 90 per cent of the total marks, followed by Uttam-1, Uttam-2 and Uttam-3. The next three bands—Prachesta-1, Prachesta-2 and Prachesta-3 (literally meaning “striving” or “endeavour”)—represent districts that are making varying levels of progress, while the Akanshi (“aspirational”) categories are assigned to lower-performing districts. Districts scoring 41-50 per cent of the total marks are placed in Prachesta-2, while those scoring 31-40 per cent fall under Prachesta-3.

The report assesses districts on 70 indicators across six broad categories—learning outcomes, effective classroom transactions, infrastructure and student entitlements, school safety and child protection, digital learning, and governance processes—with a maximum score of 600 points. It is aligned with the National Education Policy (NEP) 2020 and is intended to help districts identify areas requiring intervention rather than compete against one another.
While four Meghalaya districts have crossed into the higher Prachesta-2 band, none has yet reached Prachesta-1, Uttam or Utkarsh, underscoring the need for further improvements in learning outcomes, classroom practices and school infrastructure to match the state’s recent gains at the overall PGI level.
