Shillong, Aug 1: Deputy Chief Minister Prestone Tynsong, who also heads the District Council Affairs (DCA) department, has underscored the need for financial prudence and accountability within the councils, while indicating that limited support from the state government remains under consideration.
He acknowledged the prolonged salary delays in the Garo Hills Autonomous District Council (GHADC), Jaintia Hills Autonomous District Council (JHADC), and Khasi Hills Autonomous District Council (KHADC), noting that these have been recurring for years, sometimes extending up to eight months. “Even two, three months—it is not a joke. How do the employees manage to survive?” he said.
Tynsong stressed that as autonomous bodies, the councils are expected to generate their own revenue and manage expenditures responsibly. “They are supposed to manage. They are supposed to generate revenue on their own… If you earn 100 rupees and spend 200 rupees, what will happen?” he said, urging them to curb unnecessary spending.
On whether the state government would intervene, he explained, “We used to help them out by way of releasing advance shares… We will see again, with the situation in both these two councils, what can be done.”
Responding to allegations of over ₹100 crore misappropriation in GHADC, Tynsong refrained from giving a definitive comment, saying, “It is too early to say anything… Audit is there. Let us wait till the report is placed.”
