SHILLONG, MAY 27: The Hynniewtrep Integrated Territorial Organization (HITO) on Tuesday urged the state government to implement a system for direct upload of necessary pollution under control certificates (PUCC) from the pollution testing stations (PTS) into the government database.

“This data centralization would save time, reduce the bureaucratic burden on vehicle owners, and streamline the entire regulatory process,” HITO president Donbok Dkhar said in a memorandum submitted to the deputy chief minister in-charge transport Sniawbhalang Dhar.

“Such a system is already operational in neighboring states, such as Assam, where relevant data is uploaded directly by PTS, ensuring a hassle-free experience for vehicle owners. This automated transfer can make the information readily available on platforms like the VAHAN app, thus enhancing transparency and accessibility,” he added.

Dkhar said various stakeholders, including private and commercial vehicle owners have expressed concern that it has become increasingly evident that this manual updating process represents a significant waste of the state’s resources and a substantial inconvenience for vehicle owners.

“(Therefore), adopting a digital solution for PUCC updates would not only facilitate smoother compliance with the new rules but also help mitigate the risk of corruption, which is often prevalent in manual processes,” he stated.
