JJACBI flags ‘persecution’ of Lapangap villagers due to land & border disputes with Assam

Shillong, June 26: The Jaintia Joint Action Committee Border Issue (JJACBI) comprising various organizations of Khasi and Jaintia has submitted a complaint to the Deputy Commissioner of West Jaintia Hills against the alleged ‘persecution’ of people in Lapangap village due to land disputes and boundary issues with Karbi Anglong, Assam.

The committee highlighted that despite multiple rounds of negotiations between the district administration, the Chief Minister, and other officials, the situation has not improved.

Instead, it has worsened, with people from Karbi Anglong allegedly encroaching on private lands belonging to native residents of Lapangap Village.

It also stated that the non-settlement of the long-pending boundary issue has led to encroachment and grabbing of private landed properties by the people of Karbi tribe, along with the self-styled Karbi Student Association.

The committee cited recent incidents, including one on June 25, 2025, where people from Assam allegedly attempted to grab landed property by force and committed other criminal offenses.

The memorandum pointed out that the lack of proper survey and marked boundaries has led to claims and counter-claims over land ownership.

In light of the situation, the committee has suggested several measures to maintain peace and tranquillity in the area. These include: ensuring strategies to mitigate the long-pending boundary issues, tight surveillance to prevent further encroachment by the people of Karbi, protecting the people of Lapangap during the sowing season, exploring and resolving the dispute promptly and setting up a police outpost at Lapangap Village with adequate police personnel.

The committee has urged the Deputy Commissioner to take these measures as a precautionary step pending the final settlement of the long-pending issues. It further emphasizes that these steps are necessary to avoid any untoward incidents and to solve the matter once and for all.
