Shillong, June 26: KHADC executive member in-charge finance Seiborlang Warbah on Thursday admitted that the Executive Committee-led by the Voice of the People Party (VPP) is facing a lot of challenges due to “lack of experience.”
“It is a big challenge for the new EC as we lack experience. But by putting our heads together, it has helped us (to deal with this challenge) and this only proves that unity is strength,” said Warbah in his opening remarks while replying to the discussion on the budget during the last day of the council’s summer session.

He, however, assured that the executive committee will try its best to work hard in order to achieve the goals and targets.
Warbah, while acknowledging the request on the need to properly utilize the council’s assets and ensure that they don’t turn out to be liabilities, instead stated, “Therefore, while preparing the budget, we have decided to ensure there is no wasteful expenditures.”
He also pointed out that in the past many years, there were many advisory committees set up for different purposes but setting up of such committees also comes with huge expenditures, which the council has to bear.

“Due to this reason, we have decided to downsize the strength of the EC in order to cut down unnecessary expenditures. We have also reduced the number of advisory committees,” Warbah added.
Stating that the present EC will continue the good work and good practices done by the predecessor, the EM cited that the online payment for professional tax introduced by the previous EC is something which the present EC is determined to implement fully.
“We will ensure that it is implemented as we feel this will to a great extent help in improving the tax collection by the council. We do not want to take credit for the old EC’s hard work but we lauded their effort. However, it doesn’t mean that it will stop us from rectifying or improving policies introduced by the old EC because our duty is to put the interest and the welfare of the council first. Mistakes committed by Adam cannot be repeated by his children and generation next,” he said.

Warbah emphasized the need to improve the KHADC’s financial position, saying, “In order to improve the council’s revenue collection, we need to spend wisely.”
The EM also announced that the EC has decided to set up a recruitment committee to streamline the job recruitment process in compliance with the recommendations of the Comptroller Auditor General of India (CAG).
“Therefore, streamlining the job recruitment process is the need of the hour as it will ensure transparency and accountability in the functioning of the council,” he stated.
