SHILLONG, JUN 15: The Khun Hynniewtrep National Awakening Movement (KHNAM) has urged the Chief Engineer of the State Sports Council (SSC) to extend the benefits of the Meghalaya Regular Casual Workers Scheme, 1996 to daily wage employees working with the Council.
In a representation submitted on Monday, KHNAM referred to the state government’s OM dated September 16, 1996.
The scheme recognizes casual workers employed on daily wages and provides for conferring Regular Casual Worker status on those who complete ten years of continuous service. It also lays down provisions for leave, other service benefits, and reservation of 50% of Group D posts for RCWs, with half of the RCW service counted toward retirement benefits.
The organization alleged that the State Sports Council has not implemented the scheme properly.
According to KHNAM, employees are receiving wages lower than the rates notified by the Labour Department, and statutory coverage under EPF and ESIC remains absent.
“Workers at the State Sports Council have put in years of service, but they continue to be denied the rights assured under the 1996 scheme. Their wages are below Labour Department norms and they have no access to EPF or ESIC,” KHNAM said.
The representation has sought three interventions: application of RCW 1996 provisions to all daily wage staff at the Council, wage revision in line with Labour Department rates, and enrollment of every employee under EPF and ESIC as per government mandate.
KHNAM added that the Chief Engineer’s intervention would safeguard the rights of daily wage workers and ensure fair treatment in line with state policy.
