SHILLONG, JUN 30: Chief Minister Conrad K Sangma on Monday said the reform process to modernise the Jaintia Hills Autonomous District Council (JHADC) and Garo Hills Autonomous District Council (GHADC) has formally begun, with both Councils accepting the state government’s proposals to overhaul their systems.
Posting on X, the Chief Minister said he had reviewed the various reform initiatives being undertaken in the two Autonomous District Councils.

“Reviewed the various reform initiatives being undertaken in the JHADC and GHADC,” Sangma said.
“As part of our efforts to strengthen the Autonomous District Councils, we had recently asked them to work closely with the Government to modernise their systems and introduce key reforms.”
He added that the response from the Councils had been positive.
“Glad that the two Councils accepted the proposals and the reform process has now begun,” he stated.
Outlining the scope of the reforms, the Chief Minister said the changes would target core administrative areas to improve efficiency and public access.
“The reforms will focus on service rules, finance, administrative processes, and digitisation to make the Councils more efficient, transparent, and citizen-friendly,” he said.

Sangma noted that the initiative is aimed at simplifying citizen interaction with the Councils.
“These changes will simplify access to services and enable easier payment of taxes and other fees,” he said.
The Chief Minister expressed confidence that the modernisation drive would yield tangible benefits for the public.
“We expect these reforms to bring about significant improvements in the functioning of the District Councils and enhance service delivery for the people,” he said.
