SHILLONG, NOV 18: A security guard employed at the North Eastern Indira Gandhi Regional Institute of Health and Medical Sciences (NEIGRIHMS) was arrested on Monday evening for allegedly driving under the influence and hitting two North Eastern Hill University (NEHU) students, leaving them seriously injured.
East Khasi Hills Superintendent of Police (SP) Vivek Syiem confirmed that an attempt to murder case has been registered against the accused, Permen M Sangma, who is currently in police custody.

“We have arrested the person responsible behind the accident. We have registered a case against him and seized the vehicle,” Syiem said.
Asked, the SP said police have booked the accused person under Section 109 of the Bharatiya Nyaya Sanhita (BNS) for attempt to murder.
The incident occurred around 7:30 pm at Gate No. 2 of the NEHU campus, where Sangma’s vehicle struck two Chemistry department students, causing severe injuries.
Both students – Daritngen Pohdukhei and Stephanie Shadap – were rushed to the hospital and are currently in the ICU, unconscious.
Sangma was staying in a barrack located inside the NEHU campus.
According to the medical examination report, Sangma was intoxicated at the time of the accident, with his blood alcohol level deemed unfit for driving.
“We will produce him before the court today and may seek police custody,” Syiem added.
The police are awaiting the Motor Vehicle Inspector’s (MVI) report to determine if mechanical failure contributed to the accident.
The SP emphasized that this is not a simple traffic case, and further investigation is required to determine the circumstances surrounding the incident.
“We will also see if there are any other reason because it is an open space, lighted area and to drive in such a high speed and not to see pedestrians walking it requires merit more investigation.”
CCTV footage showed the car speeding towards the students, who were walking on the road. Before that, the car first crashed into a scooty and then into the gate.
