Nongpoh MLA hails Meghalaya govt’s welcoming step for regularisation of casual workers

Shillong, Nov 20: Adviser to the Health Department Mayralborn Syiem on Wednesday welcomed the recent cabinet decision to amend Rule 6(d) of the Ministerial District Establishment Service Rule 2017 which seeks to facilitates the filling of 50 % of Group D vacancies by regular casual workers, in line with the Regular Casual Worker Scheme 1996.

“I am glad and happy and I would like to reiterate again my special thanks to the government of Meghalaya, to cabinet for taking such a (welcoming) step to facilitate the regular casual worker within the state… 50 % of the vacancy will be filled by the regular casual worker,” Syiem told reporters.

“This issue is close to my heart… I have been raising this issue time and again even at the floor of the house, even outside of the house, even writing to the personal department and recently, through the estimate committee of Meghalaya Assembly also,” he said while adding that the amendment resolves a long‑standing confusion caused by conflicting memoranda—one from 1996 (50 % reservation for regular casual workers) and another from 2017 suggesting all Group D posts be filled by recruitment. The decision reinstates the 1996 rule, ensuring 50 % of Group D vacancies are offered to eligible casual workers, including muster‑roll and ad‑hoc staff.

Syiem thanked the Chief Minister and the Estimate Committee for acknowledging the grievances and approving the amendment.

The move is expected to benefit a significant number of casual workers across Meghalaya’s government departments, he added.
