Northeast reports 1,640 irregularities in Jal Jeevan Mission as Centre flags major quality concerns

Guwahati, Dec 1: The Ministry of Jal Shakti has revealed that Northeast India has logged 1,640 complaints related to financial irregularities and poor-quality work under the Jal Jeevan Mission (JJM), reflecting growing scrutiny of the rural drinking water scheme across the region.

The figures were shared by Minister of State for Jal Shakti V. Somanna in a written reply to the Rajya Sabha, as part of a national tally of 17,036 complaints received from 32 States and Union Territories. Complaints have emerged through media reports, elected representatives, grievance portals, citizen inputs and suo-motu inspections.

While Uttar Pradesh accounted for nearly 84% of all complaints nationwide, the Northeast’s data reveals wide disparities in reporting, quality control and punitive action.

Assam alone reported 1,236 complaints—the highest in the region—prompting disciplinary action against 17 departmental officials, 4 contractors and three Third-Party Inspection Agencies (TPIAs).
The complaints involve substandard pipeline installation, incomplete tap connections, delayed commissioning of schemes and alleged misuse of funds.

Tripura logged 376 complaints, and strikingly, action was taken against all 376 contractors involved.
No officials or TPIAs faced punitive measures, pointing to widespread contractor-level shortcomings rather than administrative lapses.

Manipur reported 19 complaints, yet acted against 4 officials and 39 contractors. The unusually high contractor penalties highlight persistent issues with execution quality on the ground.

Meghalaya registered 8 complaints, with action against 3 officials. Mizoram reported 1 complaint, with no action taken. Arunachal Pradesh and Sikkim reported zero complaints.
