“Repaying my debt”: PM Modi hands over land rights to 28,241 tea garden families in Assam

Guwahati, Mar 13: Prime Minister Narendra Modi on Friday handed over 28,241 land pattas to tea garden workers in Assam, describing the move as his way of “repaying a debt” to the community that has long sustained India’s tea industry.

Speaking at a programme held at Jyoti Bishnu Auditorium in Khanapara, Modi said he shared a personal connection with the tea community and viewed the initiative as a tribute to their contribution.
“Actually, I am repaying my debt by giving land pattas to all tea garden workers. I have reached this position by selling tea that was produced and sent by you. I have your blessings,” the Prime Minister said.

During the event, land ownership documents were distributed to thousands of tea garden families who have lived and worked in estates for generations but lacked formal land rights.
Modi said granting land pattas was an important step towards ending a “historic injustice” faced by tea workers.

“We have given land pattas to them, and I must congratulate the Assam government for addressing this long-pending issue,” he said.

The Prime Minister also launched and laid the foundation for development projects worth around ₹19,680 crore, primarily focused on infrastructure and energy sectors.

According to officials, the land pattas will help tea garden families gain housing security and improved access to welfare schemes, while also enabling them to avail institutional credit and financial benefits.

Targeting the Congress, Modi alleged that the party had failed to address the concerns of tea garden workers during its tenure.
He further claimed that Assam’s development in the past decade was emerging as a model for the Northeast, adding that the state’s growth was influencing political sentiment even in neighbouring West Bengal ahead of its upcoming Assembly elections.

The distribution of land pattas is seen as a welfare measure for Assam’s tea garden community, which forms a significant part of the state’s workforce and social fabric.
