Guwahati, Oct 11: Special Investigation Team ( SIT) head Munna Prasad Gupta on Saturday underlined that Indian authorities cannot independently investigate cases in foreign jurisdictions, stressing that any overseas probe must adhere to the Mutual Legal Assistance Treaty (MLAT) framework.

Gupta said all necessary documents and requests have already been forwarded to the Attorney General’s Office in Singapore through the Ministry of Home Affairs. “The Singapore government has been approached via official diplomatic channels. Communication is ongoing through India’s High Commission in Singapore,” he said, adding that cooperation from Singapore Police is essential since Indian officials cannot conduct on-site investigations abroad.

He further disclosed that notices have been issued to 11 expatriate Assamese linked to the case. “One has already appeared before the Special Investigation Team (SIT),” Gupta said, warning that legal action will be taken if others fail to comply. While the earlier deadline for their appearance has expired, a new timeframe has now been set, he added.

Earlier Assam Human Rights Commission (AHRC) member Santanu Bharali had urged the SIT to travel to Singapore to examine the actual scene of events. “The SIT must move to Singapore to recreate the crime scene, if there is any. Several individuals are being summoned for interrogation, but how likely will they establish the conspiracy theory in Zubeen Garg’s death without visiting the location?” Bharali remarked.

On the forensic front, Gupta confirmed that the viscera report has been received and forwarded to the Guwahati Medical College and Hospital (GMCH), where a special expert committee has been constituted to cross-verify the findings with the postmortem report. The consolidated report is expected to be submitted to Chief Minister Himanta Biswa Sarma within two days.

Meanwhile, two of Zubeen Garg’s personal staff members, who were earlier arrested, remain in custody and continue to face interrogation. Their detention, Gupta clarified, is being carried out strictly within the 14-day legal framework.
