Why Meghalaya sacrificed ₹1,000 crore for 16,000 truckers

Shillong, July 1: Why would a government choose to forgo nearly ₹1,000 crore in revenue? According to Meghalaya Chief Minister Conrad K. Sangma, the answer lies in the lives of nearly 16,000 truckers and close to two lakh family members whose livelihoods depended on the state’s One-Time Settlement (OTS) scheme for commercial vehicles.

Approved by the State Cabinet on May 27 and rolled out on June 1, the OTS scheme was designed to help commercial vehicle owners clear years of accumulated tax dues and compliance-related penalties at substantially reduced cost. It offers an 80 per cent waiver on outstanding Motor Vehicle Tax dues, including penalties and charges, an 80 per cent waiver on Goods and Passenger Tax dues, and a 90 per cent waiver on Fitness Certificate-related penalties, subject to renewal of the fitness certificate.

The scale of the challenge was significant. Nearly 65,000 commercial vehicles have pending Motor Vehicle Tax dues, 12,642 vehicles have Goods and Passenger Tax liabilities, while over 57,000 vehicles have accumulated Fitness Certificate-related penalties. Of the total outstanding liability of around ₹1,043 crore, nearly ₹907 crore comprised accumulated penalties. Under the scheme, the government has waived approximately ₹926 crore and expects to recover about ₹117 crore through settlement of the remaining dues. Since the scheme’s launch, the Transport Department has already collected ₹4.48 crore as of June 26, indicating an encouraging response from vehicle owners.

Speaking at a felicitation programme organised by the Joint Action Committee, Sangma said the decision was among the toughest taken by his government, but one that placed people’s welfare above revenue considerations.

“This was not an easy decision. That revenue could have been used elsewhere. But we realised that nearly 16,000 truckers and their families, almost two lakh people, were directly affected. We made this decision keeping them in mind,” he said.

The Chief Minister said the OTS scheme reflects the government’s broader philosophy that development cannot be measured only through highways, stadiums and other large infrastructure projects, but by the difference government decisions make in people’s everyday lives.

“For us, development is not just about big roads, buildings or stadiums. Every decision must translate into real impact in the lives of our people. That is the true measure of governance,” he said.

Sangma also observed that governments are often judged only when things go wrong, while decisions that bring relief to citizens rarely receive the same recognition.

“When there is a problem, politicians are seen as the biggest villains. But when solutions are delivered, very rarely are those efforts acknowledged. That is why this felicitation means a lot to us,” he remarked.

Responding to criticism that his government focuses primarily on marquee infrastructure projects, Sangma said such an assessment overlooks the larger picture.

“Yes, we are investing in big infrastructure. But we are equally committed to people-centric decisions, whether it is resolving long-pending issues of teachers, supporting farmers or empowering entrepreneurs,” he said, adding that governance should be viewed holistically, with infrastructure development and welfare measures moving together.

He also credited Deputy Chief Minister Prestone Tynsong for championing the concerns of the transport community and helping shape the proposal. Urging vehicle owners to take advantage of the scheme before it closes on August 31, Sangma called for greater financial discipline while assuring that the government would continue strengthening systems and keeping citizens at the centre of every decision.
