Assam Cabinet bans fresh Aadhaar enrolment for adults

Guwahati, June 13: The Assam Cabinet on Saturday approved a ban on fresh Aadhaar enrolment for individuals above 18 years of age, while also clearing the implementation of a ₹2,000-crore rural employment programme aimed at generating wage jobs and creating community assets across the state.

The decisions were taken at a Cabinet meeting chaired by Chief Minister Himanta Biswa Sarma at Lok Sewa Bhawan in Dispur.

In a significant move, the Cabinet decided that no fresh Aadhaar enrolment will be permitted for persons above 18 years of age in Assam. However, exemptions have been granted to Divyang persons and members of the Scheduled Castes, the Scheduled Tribes and tea garden communities. For SC, ST and tea garden applicants, the exemption will remain in force until March 31, 2027. The restriction will not apply to individuals below 18 years of age.

The Cabinet also approved the implementation framework for the Viksit Bharat Guarantee for Rozgar and Ajeevika Mission (Gramin), which will come into effect from July 1. Backed by a budget allocation of ₹2,000 crore, the scheme will provide 125 days of direct wage employment while focusing on the creation of durable community assets.

In another major urban development initiative, the state government approved the formation of the Guwahati Satellite Cities Development Authority (GSCDA). The new authority will be responsible for planning, financing and developing satellite townships around Guwahati within the jurisdiction of the Guwahati Metropolitan Development Authority (GMDA).

The Cabinet further decided that officers of All India Services, including IAS officers, will now require Cabinet approval before receiving No Objection Certificates (NOCs) for central or inter-state deputation.

The state government also announced that the next session of the Assam Legislative Assembly will begin on July 6, during which the government is expected to present a full-fledged state budget.
