Guwahati, June 14: Assam has taken a significant step toward recognising and regulating its traditional alcoholic beverages, with new excise rules granting legal protection to several indigenous brews that have long existed outside the formal economy.
The Assam Excise (Amendment) Rules, 2026, notified by the state government, has created a dedicated regulatory framework for traditional and heritage alcoholic beverages prepared by indigenous communities across the state. The move is expected to safeguard centuries-old brewing traditions while opening new opportunities for legal production, marketing and entrepreneurship.
For generations, beverages such as rice beer and other community-specific fermented drinks have played a central role in festivals, rituals and social gatherings among Assam’s tribal and indigenous populations. Despite their cultural importance, many of these brews operated in a legal grey area, often facing restrictions under conventional liquor regulations.
The new rules seek to distinguish heritage beverages from commercial liquor by formally recognising them within Assam’s excise framework. Officials say the changes are aimed at preserving traditional knowledge systems while ensuring quality control, consumer safety and regulatory oversight.
The amendment is also expected to support local livelihoods. By creating clearer licensing and retail provisions, the government hopes traditional brewers, self-help groups and small entrepreneurs can participate in a regulated market without losing the cultural identity of the products. Heritage alcoholic beverages already have a separate licensing category under Assam’s excise framework, and the latest amendments further strengthen that recognition.
Industry observers note that the decision aligns with a broader national trend of promoting indigenous food and beverage traditions as cultural assets and rural enterprises. In Assam, where traditional brews remain deeply intertwined with community identity, the move could help preserve intangible cultural heritage while generating new economic opportunities.
The Assam Excise (Amendment) Rules, 2026, also introduce several other changes relating to liquor licensing, outlet management and revenue collection, but the recognition of heritage alcoholic beverages is being viewed as one of the most culturally significant provisions in the new policy framework.
