Assam: Most Political parties welcome draft delimitation proposal

Guwahati, July 21: Most of the political parties have welcome the delimitation draft and some of them suggested modifications in the delimitation.

A public hearings on the draft delimitation proposal for assembly and Parliamentary constituencies concluded on Friday.

Chief election commissioner (CEC) Rajiv Kumar, and election commissioners (ECs) Anup Chandra Pandey and Arun Goel are holding simultaneous sessions in three different halls at the Srimanta Sankardeva Kalakshetra.

Speaking to media persons, AGP president and state cabinet minister Atul Bora said, “We welcome the delimitation draft. We have given some suggestions and wanted some modification. We request ECI not to curtailed Lahowal and Amguri constituencies. We were satisfied with the process,”.

Assam Pradesh Congress Committee (APCC) president Bhupen Borah said, “We were not satisfied with the delimitation draft. We asked the ECI that we have submitted two memorandum on January 4 and July 7, 2023 but no replied has come from your side. The NRC process has not been completed yet and before it completion how can delimitation can be done. The final hearing would be done on July 25 at Supreme Court. We asked them to wait till then,”.

On the other hand, BTR chief Pramod Boro said, “We are happy with the delimitation draft because the Kokrajhar Assembly seat has been selected as ST seat and 15 full assembly seats were added at the BTR. The ECI considered our demand. We request the ECI to added Udalguri as Lok Sabha seat because Udalguri is one of the main areas of the BTR,”.

AIUDF general secretary Aminul Islam said, “We have many objections with the delimitation draft. Till now NRC has not clear, 90 lakh people are still pending for the final NRC then how could delimitation be done. Armed Force Special Power Act (AFSPA) is not withdrew. Still it has been implemented in some districts of Assam then how could delimitation be done,”.

The last delimitation exercise in Assam took place nearly five decades ago in 1976 based on figures from the 1971 census. The country will go through this process after 2026. However, according to ECI officials, they are exercising this in Assam “to correct the imbalance due to a sharp differences in the pattern of population growth”.

The fresh delimitation exercise in Assam was earlier suspended in 2008 following suggestions by the then Congress government in the state that it might create law and order problems.

The draft proposals, published June 20, retained the number of assembly seats in Assam at 126 and the Lok Sabha constituencies at 14 but altered the geographical boundaries of most of the constituencies, both assembly and Lok Sabha, eliminating some seats and creating some new ones.
