GHADC Sub-Committee finalises plan for salary disbursement; Escrow account to ensure transparency

Tura, Oct 7: The Chairman of the GHADC Sub-Committee and Deputy Commissioner of West Garo Hills, Vibhor Agarwal, convened a meeting at the Deputy Commissioner’s Office in Tura to discuss the modalities for the disbursement of salaries to GHADC employees, following approval from the State Cabinet.

Following the meeting, Sub-Committee member and retired MCS officer, Charming N. Sangma, informed the media that, as suggested by the government, an Escrow Account will be opened in the State Bank of India (SBI) to facilitate transparent handling of funds. He explained that an Escrow Account is a trust-based mechanism in which the bank acts as a neutral third party in this case, between the NGEA and GHADC to ensure proper oversight in fund disbursement.

He added that the bank will release the funds only after the agreed conditions are fulfilled, thereby preventing any misuse. “With the introduction of the Escrow Account, there is no cause for concern regarding fund management,” he assured.

Charming N. Sangma further stated that after a series of consultations with the Executive Committee, Opposition MDCs, civil society groups, organisations, and NGEA leaders, valuable suggestions were incorporated, and it has now been decided to release the pending 12 months’ salary to GHADC employees. He urged all stakeholders to work collectively towards strengthening the GHADC.

Meanwhile, Fr. Januarius S. Sangma, Principal of Don Bosco College and member of the Sub-Committee, informed that the disbursement of salaries will be completed on or before October 15. He said the Sub-Committee will continue to engage with stakeholders to identify ways to improve the overall functioning of the GHADC.

Fr. Januarius added that the first priority of the Sub-Committee clearing the pending salaries has been achieved and the next focus will be on addressing the remaining dues of GHADC employees.

He appealed to the public to raise issues through constructive dialogue for the betterment of the Council.
