SHILLONG, MAR 18: The Jaintia Students’ Union (JSU) on Wednesday petitioned Chief Minister Conrad K Sangma for a state‑wide revision of District Selection Committee rules, citing “complete collapse of administrative integrity” in West Jaintia Hills and giving government three months to act.
In the letter, JSU flagged a six‑month gap when the previous DSC’s tenure expired on 28 April 2025 but a new notification came only on 11 November 2025, leaving exams conducted by an unauthorised body.

“Through rigorous investigation and a recent meeting with the deputy commissioner, the JSU has uncovered glaring loopholes and a blatant disregard for fair recruitment practices. The ‘ghost committee’ and illegal functioning; official notifications reveal that the tenure of the previous DSC expired on April 28, 2025. Unbelievably, a new notification reconstituting the committee was only issued on November 11, 2025. For over six months, the DSC operated without a legal mandate. Advertisements, examinations, and recruitment processes conducted during this period were executed by an unauthorized body, exposing a massive lapse in governance,” it said.
The union also objected to reappointed non‑official members, an absentee Member‑Secretary posted in Amlarem, and refusal to publish answer keys.
“The November 2025 notification reappointed the exact same non-official vice-chairman and members from the previous term. The outdated 2014 office memorandum fails to cap the number of terms an individual can serve. This loophole is being exploited to monopolize the committee, stifling fresh perspective and raising serious allegations of political patronage at the cost of meritocracy,” it stated.

The Union demanded amending the 2014 SOPs, a mandatory six‑month recruitment window, answer keys within 48 hours, two‑year term caps and a resident Member‑Secretary.
“We refuse to let outdated bureaucracy compromise the hard work of our youth,” JSU said while issuing a three-month ultimatum to the government to initiate necessary state-wide reforms and amend the DSC frameworks.
“If these crucial transparency measures are not adopted within this timeframe, the Union will be forced to take severe democratic action to ensure justice is served,” it further warned.
