Imphal, July 4: Manipur Chief Secretary PK Singh on Thursday announced that free movement along the state’s highways is expected to resume soon, thanks to coordinated efforts between the Centre, the state government, and civil society groups.
Speaking on the sidelines of an event in Imphal, Singh said, “A lot is happening both here in Imphal and in Delhi. I’m quite sure free movement will resume very soon because everyone is working hard in tandem.”
Singh’s remarks come as a positive signal for the violence-hit state, where highway disruptions have severely affected connectivity and essential supplies over the past year.

On the rehabilitation of internally displaced persons (IDPs), Singh detailed a structured three-phase return plan formulated in consultation with the Ministry of Home Affairs. He said Phase 1 begins this July for those ready to return immediately. Singh revealed that some families have already started returning to Churachandpur and Kangpokpi districts. Phase 2 is scheduled for October, followed by Phase 3 in December.
According to Singh, the number of displaced persons has reduced from approximately 62,000 at the peak of the crisis to around 57,000 currently.
To aid rehabilitation, Singh said a compensation package has been rolled out: The government will provide ₹3 lakh (₹1.3 lakh + ₹1.7 lakh) for families whose houses were completely destroyed, enabling them to rebuild homes at locations of their choice. It will provide ₹7,000 as financial support for those whose homes remain intact but were forced to flee.
For around 7,000–8,000 individuals who may not be able to return even after December—particularly from areas like Moreh, parts of Kangpokpi and Churachandpur—pre-fabricated housing units are being constructed. The state is building an additional 1,000 such units.
Singh added that the goal is to shut down all relief camps by December.
Highlighting signs of improvement, Singh said farming activities have resumed peacefully in many areas, including between communities who were earlier in conflict.
“In many places, both sides are farming within eyeball-to-eyeball distance and even sharing water. This is a very good sign,” he noted.
He urged the media to play a constructive role in countering misinformation and preventing the spread of fake news.
Responding to reports of a possible visit by Prime Minister Narendra Modi to Manipur, Singh said, “Not that I am aware of. The expectation is there, but nothing has been confirmed yet.”
