Meghalaya HC directs land custom stations to report vehicle movement after April 21

Shillong, May 6: The Meghalaya High Court on Wednesday noted that authorities have not submitted data on steps taken pursuant to interim directions issued in a PIL related to customs and transport, and granted time to the State and Union to file reports.

A division bench of Chief Justice Revati Mohite Dere and Justice HS Thangkhiew was hearing a PIL filed by the Registrar General, High Court of Meghalaya, against the State of Meghalaya and others.

Pursuant to the order dated April 28, 2026, Dr N Mozika, DSGI, tendered an affidavit of Rajarshi Chakraborty, Assistant Commissioner, Customs Department.

Advocate General A Kumar also filed two affidavits — one on behalf of the Forests and Environment Department and the other on behalf of the Transport Department. All affidavits were taken on record and served on Amicus Curiae Philemon Nongbri.

On the interim directions issued on April 21, 2026, the bench observed, “We find that no data has been submitted by the concerned authorities with respect to what steps/actions have been taken by the concerned departments.”

When confronted with the same, Advocate General Kumar sought time to place the data on record.

The Court directed the Land Custom Stations to also file a report on the number of vehicles that passed through the check posts after the interim directions.

Amicus Curiae Nongbri sought time to file a report within one week pointing out discrepancies in the affidavits.

“As according to him, there are glaring discrepancies in the records,” the order noted.

The Court granted time and directed the report to be filed in the Registry within one week, with advance copies to all parties.

The State and Union were granted two weeks thereafter to file their reports by way of affidavits, with advance copies to the Amicus Curiae.

The matter has been listed for June 3, 2026.
