Nongpoh, June 26: In a significant stride towards decentralizing administration and enhancing public service delivery, Meghalaya Chief Minister Conrad K. Sangma on Thursday inaugurated two modern Block Development Office complexes in Bhoirymbong and Umling, Ri-Bhoi District. These new facilities are set to improve grassroots governance and accessibility for rural communities across the state.
In the morning, the Bhoirymbong C&RD Block Complex was inaugurated by Colbert Shadap, a veteran of the Indo-Pakistan Wars of 1965 and 1971.
The modern facility is built at a cost of ₹4.5 crore with a total built-up area of 1,930 square metres in the presence of Chief Minister, Conrad K Sangma and joined by Community & Rural Development Minister A.T. Mondal, Umroi MLA Damanbhaï Lamare, Mawhati MLA Charles Marngar, Umsning MLA Dr Celestine Lyngdoh, C&RD Secretary C.B. Sadhu and other senior officials.

The new complex is well-equipped with e-service counters, dedicated training and conference halls, a showroom to promote products from Self-Help Groups (SHGs), and is powered by solar energy. This facility is expected to serve over 1.3 lakh residents in the block, offering them more convenient access to essential government services.
Later in the afternoon, Chief Minister Sangma proceeded to inaugurate the Umling C&RD Block Complex. This long-awaited project, initially proposed in 1980, has finally come to fruition after 45 years. The complex was inaugurated by Rani Maring, a prominent local musician and traditional instrument maker.
The Umling complex, built at a cost of Rs. 5 crore and covering 2,050 square metres, features a citizen facilitation centre, integrated offices for various departments, and enhanced infrastructure to support its 82 staff members. It will cater to the needs of 224 villages within the block.
Jirang MLA Sosthenes Sohtun was present at the ceremony, along with C&RD officials and members of the local community.
Addressing both gatherings, Chief Minister Sangma reiterated the government’s unwavering commitment to decentralizing administration. He highlighted that over the past seven years, more than Rs. 2,500 crore has been sanctioned to upgrade infrastructure across government offices, schools, and hospitals throughout Meghalaya.

“Every long journey starts with a first step. If we don’t begin, we will never reach our destination,” the Chief Minister stated, emphasizing the government’s resolve to complete long-pending projects like the Umling complex, which he described as crucial for effective governance and service delivery, despite often being overlooked.
The Chief Minister also announced upcoming digital and policy reforms aimed at further decentralizing services to the block level. These reforms will soon enable most applications, certificates, and welfare services to be accessed directly at block offices, significantly reducing the need for citizens to travel to district headquarters.
He underlined that robust grassroots infrastructure is vital for Meghalaya to achieve its ambitious goal of becoming a US $10 billion economy by 2028. Major projects such as the expansion of Umroi Airport and the Rs. 25,000 crore Shillong–Guwahati expressway are integral to this vision, with Ri-Bhoi poised to play a pivotal role in the state’s economic growth.

Community & Rural Development Minister A.T. Mondal informed the public that Rs. 180 crore has already been invested to upgrade 46 block offices statewide, assuring that these improved facilities will lead to faster and more efficient public services.
Jirang MLA Sosthenes Sohtun expressed gratitude to the government for fulfilling a long-standing demand and urged officials to maximize the new infrastructure.
Umroi MLA Damanbhaï Lamare, along with other legislators, commended the government’s efforts and called for continued support in strengthening rural administration.
