SHILLONG, NOV 25: Law Minister Lahkmen Rymbui on Tuesday stressed that the government’s bid for an Inner Line Permit (ILP) underscores gaps in curbing unabated flow of influx and illegal immigration into the state.
“If the present laws are enough, we wouldn’t have asked for ILP. We have seen there are some shortcomings (in the existing laws), that is why we are asking for ILP implementation,” Rymbui told reporters.
Drawing a global parallel, Rymbui noted that even the US, ocean-bound, struggles and is witnessing many illegal migrants settling in that country.

He said the state of Meghalaya is trying its best to see that no illegal immigrant could settle in Meghalaya.
“That is why we have so many regulations to prevent (illegal settlement). We have the autonomous district councils (ADCs), we have the Land Transfer Act, we have the Meghalaya Residents Safety and Security Act (MRSSA), the Labour Laws but only thing is needed is their effective implementation and constant vigilant and cooperation with the civil society and the state machineries.”
However, stating all laws are not perfect, Rymbui said, “We have to use all the machineries which are in place to see that the illegal migrants could not settle in our beautiful state of Meghalaya.”
“When we see that the government of India is mum on ILP, we have also passed the amendment to the MRSSA but unfortunately it was referred to the president and I cannot comment on that,” he said.
“Therefore, I am saying we have to use all the rules and regulations which are in place, we have to implement them effectively so that we could prevent as much as possible the coming of infiltration whether it is from other parts of the country or outside the country,” the minister concluded.
