Tura, April 20: Meghalaya Chief Minister Conrad K. Sangma was felicitated by the All Meghalaya 4th Teachers’ Association, Garo Hills Unit, in Tura on Monday in recognition of the government’s rollout of the Structure Pay Framework.
The programme, held at the District Auditorium in West Garo Hills, highlighted the impact of the new pay framework, which seeks to ensure timely and transparent salary payments while addressing long-pending issues related to pay structures and service conditions.

Speaking at the event, Sangma described the felicitation as a “rare and humbling moment,” noting that public representatives are seldom acknowledged for their work. He credited his early interactions with teachers during his tenure as a Member of Parliament for shaping his understanding of the challenges within the education sector.
The Chief Minister said over 23,000 teachers across Meghalaya have benefited from recent government decisions, including those related to SSA, ad hoc, Hindi grant, science grant, and fourth teachers. He emphasized that difficult but necessary decisions were taken to bring systemic reforms and improve financial security for educators.
Sangma also underlined that when his government assumed office in 2018, the education sector lacked a clear roadmap. He pointed to the formulation of an Education Policy and the establishment of an Education Commission as key steps in addressing gaps in infrastructure, teacher welfare, training, and technology integration.
Calling for a shift in focus, he stressed the need to prioritise students’ learning outcomes over procedural goals. “We must place the child at the centre of everything we do,” he said, urging teachers to build on the momentum created by recent reforms.
Education Minister Lahkmen Rymbui said the Structure Pay Framework would strengthen institutional efficiency, while PHE and Soil & Water Conservation Minister Marcuise N. Marak reiterated the government’s commitment to employee welfare and education sector development.
Leaders of the teachers’ association described the reform, effective from April 1, 2026, as a long-awaited step that has improved service conditions and boosted morale among educators. The event concluded with cultural performances and a vote of thanks.
