Dibrugarh, July 25: In a step towards decentralising governance and strengthening Upper Assam’s administrative backbone, Chief Minister Himanta Biswa Sarma today laid the foundation stone for a ₹65 crore integrated administrative complex at the CM Secretariat premises in Maijan, Dibrugarh.
The ambitious project includes a dedicated Ministers’ Office, a Chief Secretary and Additional Chief Secretary Block, and a state-of-the-art Convention Centre. With a proposed completion timeline of two years, the complex is set to become a key administrative hub in Assam, significantly enhancing governance efficiency in Upper Assam.

Planned adjacent to the existing CM Secretariat, the new development will also feature a separate entrance to streamline operations and accessibility. The infrastructure will span across two plots measuring a total of 1.73 lakh square feet.
“This project reflects our commitment to developing Dibrugarh as Assam’s second capital,” CM Sarma said, addressing a large gathering of ministers, MLAs, and senior officials. “With modern infrastructure and decentralised governance, we aim to bring faster and more effective service delivery to the people of Upper Assam.”
The foundation stone-laying ceremony was attended by Medical Education Minister Prasanta Phukan, Industries & Commerce Minister Bimal Borah, Transport Minister and Dibrugarh Guardian Minister Jogen Mohan, as well as local MLAs Taranga Gogoi, Chakradhar Gogoi, Suren Phukan, Binod Hazarika, and Terash Gowala.
