Shillong, Oct 28: Meghalaya Chief Minister Conrad K. Sangma on Tuesday said that the ‘Mini Secretariat” at Pynursla in East Khasi Hills was a reflection of the government’s vision for efficient governance, improved service delivery, and equitable development.
Inaugurating the newly constructed mini secretariat in presence of Deputy Chief Minister Prestone Tynsong and Arts and Culture Minister Sanbor Shullai, he said, “The Mini Secretariat and Circuit House at Pynursla symbolize our government’s commitment to decentralization and balanced growth.”
“We want to build a one-stop system where citizens no longer have to run from one office to another. Our goal is simple — efficient governance and service delivery at people’s doorsteps.”

Citing author Shiv Khera’s philosophy on doing things differently, the Chief Minister highlighted how governance reforms have translated into measurable progress.
“When we started in 2018, MGNREGS utilization was less than ₹500 crore. Today, it stands at nearly ₹2,000 crore — not because of new schemes, but because we implemented things differently. Under PMAY too, the numbers have grown from 4,000–5,000 houses a year to almost 1.5 lakh annually,” he said.
Explaining the idea behind the Mini Secretariat model, Sangma said that all departments at the sub-divisional level would operate under one roof to ensure faster, more coordinated service delivery.
“Our vision is that a person can submit documents at their nearest office and collect them within a week or ten days — without having to travel long distances to the DC office,” he added.
The Chief Minister expressed his gratitude to the local community, especially the Raid Shabong, for donating land for the project.
“This is not just land — it is a message that communities and government can work together for the greater good. What you have done today will be remembered as a legacy for generations,” he said.
Sangma also commended Deputy Chief Minister Prestone Tynsong for his persistent efforts in realizing the project.
“The finishing and quality of work are excellent, and we are even considering adopting this design for all future Mini Secretariats so that people can instantly recognize them as centers of governance and service,” he noted.
Deputy Chief Minister Tynsong thanked the Chief Minister for including Pynursla in the State’s development agenda and lauded the teamwork that made the project possible.
“This will go deep into the history of Pynursla Civil Sub-Division,” he said, calling the inauguration a proud moment for the people of the area.
Others who attended included Sohra MLA Gavin M. Mylliem, Commissioner and Secretary CVD Diengdoh, Advisor to the Government HM Shangpliang, traditional leaders, and several other dignitaries.
