TURA, Sept 08: The Annual conference of the Meghalaya Civil Service Officer’s Association (MCSOA) was successfully held for the first time in Tura on September 8th, 2023. The annual conference was attended by Chief Secretary to the government of Meghalaya, D P Wahlang, IAS, Principal Secretary to the government of Meghalaya, P Sampath Kumar, IAS, Secretary, Education, Personnel & A R, Ambrose Marak, IAS and West Garo Hills Deputy Commissioner, Jagdish Chelani, IAS.

The conference which was held at the Tree House resort, Tura deliberated on issues concerning the MCSOA ranging from appointment of officers from other allied services into the administrative post to timely promotions including Proforma promotions amongst others.

Speaking at the occasion as the Chief Guest, Chief Secretary D P Wahlang, IAS, delved on various values that an MCS officer must demonstrate to leave a meaningful contribution to the society. He stated that the Meghalaya Civil Service being was a very competent and committed service and as such its officers required to demonstrate certain values such as patience, diligence, politeness and the ability to make decisions.

The Chief Secretary urged the officers not to be afraid to make decisions for fear of failure and stated that one should be firm and outright to be a successful MCS officer.
Speaking on the issues of the MCSOA placed before the government, the Chief Secretary said the government has addressed some of them while other are in the process of being solved

Later, he urged the MCSOA to aggressively take up the issue concerning the timely upgradation of state civil service to Indian Administrative Service. He informed that the state was the slowest in upgrading from state civil service officers to IAS so it was a genuine issue that needs to be raised.

Earlier, delivering the welcome address, MCSOA President and Director, Information & Public Relations, Malthus S Sangma, MCS, stated that a strong foundation was the basis of any endeavor. He remarked that the recent change in the schedule of training for officers was a positive sign towards making the foundation of administration strong in the state.
The president also suggested that training for MCS officers outside the state or even the country would revitalize the spirit of the officers thereby helping in strengthening the administration of the state.

He later thanked the government for changing the nomenclature of Extra Assistant Commissioner to Assistant Commissioner, and stated that the MCSOA had faith that their long standing demands would be fulfilled in the future.
