Shillong, Jun 30: In a bid to curb prolonged ad hoc hiring, the Meghalaya cabinet on Tuesday approved an amendment to the Meghalaya Public Service Commission (Limitation of Functions) Regulations, 1972, deleting Regulation 3(f) that allowed temporary appointments.
Chief Minister Conrad K Sangma, after chairing the cabinet meeting, said the decision was taken to make public recruitment more transparent and merit-based.
“(We have) approved the amendment to the Meghalaya Public Service Commission (Limitation of Functions) Regulations, 1972, deletion of Regulation 3(f). This is a major governance reform aimed at making recruitment more transparent, streamlined, and merit-based,” he said.
Sangma noted that the provision, intended only for exceptional cases, had instead caused systemic issues.
“The provision for temporary appointments under 3(f), originally meant for exceptional situations, had over the years led to administrative complications and prolonged ad hoc appointments,” he said.

With recruitment boards now functional and automation helping forecast vacancies, he said the clause was no longer needed.
“With dedicated recruitment boards now in place, streamlined recruitment processes, and ongoing automation to anticipate vacancies well in advance, the need for Regulation 3(f) has significantly reduced,” he said.
The Chief Minister clarified that urgent staffing needs would be addressed through contracts till regular posts are filled.
“Going forward, any genuine short-term requirement can be met through contractual appointments until regular recruitment is completed.”
He said the change would reinforce fairness in government hiring.
“This reform will strengthen the integrity of our recruitment system and ensure greater efficiency and fairness in public service appointments,” Sangma added.
