Meghalaya in line for $100 nillion World Bank health aid

Shillong, June 11: Meghalaya is preparing to launch a new World Bank-backed health sector programme worth an estimated US$100 million, building on the reforms introduced under the Meghalaya Health Systems Strengthening Project (MHSSP).

According to the latest World Bank implementation support mission report, the state government has already submitted a Preliminary Project Report (PPR) for the proposed follow-on project to the Department of Economic Affairs and the concerned line ministry. “The proposal has secured approvals from the Union Ministry of Health and Family Welfare and NITI Aayog and is awaiting clearance from two other ministries. The proposed investment would be more than double the size of the ongoing MHSSP, which received a US$40 million World Bank loan,” the report said.

The follow-on proposal comes at a time when the World Bank has praised Meghalaya’s progress in health sector reforms. The implementation mission noted that the state had exceeded key performance targets under MHSSP and successfully institutionalised several reforms, including transitioning the Internal Performance Agreement (IPA) model to a state-funded Output-Based Budgeting framework.

” The overall implementation progress and advancement toward achievement of the Project Development Objective (PDO) have improved markedly over the past six months. All five PDO indicators have met or exceeded their Year 4 targets. Notably, key indicators, including performance scores under the Internal Performance Agreement (IPA), quality index scores, and claims settlement, have demonstrated substantial gains beyond target levels. Similarly, all twelve intermediate results indicators have surpassed their Year 4 targets,” the report said.

Significantly, the World Bank has suggested that the next phase be structured as a Multi-Phase Approach (MPA) covering Northeastern states, allowing the region to share expertise, strengthen specialised healthcare services and replicate successful reforms across state boundaries.

The proposed programme is expected to focus on improving quality and patient-centred healthcare, expanding Meghalaya’s performance-linked financing model, strengthening digital health systems and improving biomedical waste management through public-private partnerships.

The project would also seek to scale up job-linked skilling programmes for nurses and allied health professionals, an area where Meghalaya has already seen encouraging results under the current project.

Health sector officials believe the new project could help Meghalaya move beyond infrastructure creation and focus on improving the quality of care, patient experience, and the long-term sustainability of reforms.
