Meghalaya to tackle ‘VIP Culture’ with new SOP on sirens, tinted glasses

Shillong, Nov 22: Meghalaya Chief Minister Conrad K. Sangma on Friday announced the government’s decision to draft and implement a strict Standard Operating Procedure (SOP) regulating the use of sirens, tinted glasses, and flickering lights.

The move aims to address growing public concerns over what has been termed “VIP culture” in the state.

“I have received numerous complaints from citizens about VIP culture. It’s a matter of concern, but we need to approach it from multiple angles,” said the Chief Minister. He emphasized the importance of distinguishing between legitimate safety and security needs and the misuse of these privileges.

Safety protocols for individuals with high-security classifications like Z plus, Z, and Y will remain intact, Sangma noted, as they are critical for protecting those at risk. However, he acknowledged that when such measures are misused, they create an inconvenience for the public, which the government intends to address.

Sangma held a meeting last week with Deputy Chief Minister Prestone Tynsong, the Chief Secretary, the Director-General of Police (DGP), and other officials. The police department has been tasked with drafting an SOP to clearly outline who is permitted to use sirens, tinted glasses, and flickering lights, as well as where and how these devices may be used.

“We will ensure strict implementation of the SOP, once approved by the Cabinet next week. It will regulate usage in a way that balances the need for safety and security with public convenience,” he said.

The Chief Minister reiterated that misuse of security measures under the guise of culture or privilege will not be tolerated. “Through this SOP, we aim to ensure safety protocols are not abused and that the public is not inconvenienced unnecessarily,” he added.

This decision is being seen as a step toward fostering accountability and curbing practices that have long been criticized as symbols of privilege in public service.
