Meghalaya introduces structured pay framework for fixed-pay teachers, assures service continuity till 58

Shillong, Feb 12: In a significant policy shift affecting thousands of fixed-pay teachers, the Government of Meghalaya has introduced a Structured Pay Framework (SPF) aimed at ensuring a transparent remuneration system, social security coverage, and service stability across the school education sector.

The notification, issued by the Education Department on February 12, states that the new framework will come into effect from April 1, 2026.

The SPF will apply to SSA teachers (LP & UP), RMSA teachers (Secondary & Higher Secondary), Adhoc teachers, 4th teachers (UP), Science and Hindi Grant teachers, and Pre-Primary teachers currently drawing fixed remuneration.

Under the new structure, teachers will receive Base Pay fixed on verified years of service, Composite Annual Increment (CAI) at 3% of Base Pay, Centralised Provident Fund (CPF) with 8% contribution each from employer and employee. Annual increments will be subject to performance appraisal by Headmasters, Headmistresses, or Principals.

The revised pay ranges from:

₹21,000–₹22,680 for Lower Primary teacher
₹24,250–₹26,190 for Upper Primary teachers
₹34,250–₹36,990 for Secondary teachers
₹36,500–₹39,420 for Higher Secondary teachers

This is exclusive of Composite Annual Increment (see notification)

The structure scales upward based on years of verified service, with corresponding CPF and increment calculations specified.

In a key provision, SSA and RMSA teachers will now be assured continuity of service up to the age of 58 years, subject to satisfactory performance and medical fitness. However, the notification clarifies that this continuity shall not be construed as regularisation or conferment of government employee status.

Teachers under the framework will also not be entitled to claim parity with government pay scales or allowances, and must execute a formal agreement with designated authorities.

Salaries of SSA, RMSA, and 4th teachers will be credited directly to individual bank accounts. For other categories, a direct transfer will require a No Objection from the School Management Committee.

The government has also retained the authority to rationalise schools and teacher deployment to maintain optimal teacher-student ratios.

The notification was issued by Vijay Kumar Mantri, Commissioner & Secretary to the Government of Meghalaya, Education Department.
